
Since some baggages may also have to be inspected (read: opened and searched), travellers have been advised to secure baggages with tamper-free locks (read: cables and whatever thing which can be used to tie around handles or luggages) which TSA personnel can easily take away, if needed.
TSA will definitely reseal the baggages after inspection and will put a "Notification of Baggage Inspection" to warn travellers that the bags have been opened. However, I would surely NOT feel secure if my checked-in baggages are only secured by cables. For all I know, someone else (non-TSA staff) could have opened my bags.
